Just in March this year, Yunnan reported that 11 "top leaders," including Yang Shihua, chairman of the Standing Committee of the Jianchuan County People's Congress in Dali Prefecture, Zhang Tao, county magistrate, and Zhang Maoxing, chairman of the county CPPCC, violated disciplinary regulations during the training period to gather for food and drink and accept invitations to eat.

Two incidents of illegal drinking and dinner were officially reported. At about 17 o'clock on May 18, Deng Wanxue, then director of the Prefecture Labor and Social Security Supervision Bureau, Qu Min, deputy director of the Prefecture Finance Bureau, Zhang Zhonghua, deputy director of the Administrative Committee of Xiangxi High-tech Zone (probationary period), Lu Mingyan, deputy magistrate of Guzhang County, Song Xiaobo, deputy magistrate of Guzhang County and secretary of the Party Committee of Pingba Town, and other trainees went out to eat and drink.

On the way, Zhang Zhonghua invited Yang Yongfang, deputy director of the Standing Committee of the Prefecture People's Congress, Liang Yuanping, deputy secretary-general of the prefecture government and deputy director of the prefecture government office, and his spouse Tian Moumou to attend the training. The dinner lasted more than 2 hours, drinking 3 bottles of liquor and beer, and the meal fee of 1900 yuan was paid by a private business owner. "The intention of the drunken man is not to drink"

Xiangxi Tujia and Miao Autonomous Prefecture is located in the northwest of Hunan Province, with jurisdiction over seven counties and one city, including Jishou City, Huayuan County and Guzhang County, with a total population of more than 2.9 million, of which 80.5% are ethnic minorities mainly Tujia and Miao.

From the perspective of administrative level, most of the above-mentioned illegal gatherings and drinking personnel are department-level cadres, among which Yang Yongfang, deputy director of the Standing Committee of the Prefecture People's Congress, is a department-level cadre.

Yang Yongfang worked in Guzhang County for nearly ten years, and later served as the deputy chief procurator of the Guzhang County Procuratorate, the vice chairman of the Guzhang County CPPCC, the deputy secretary-general and deputy director of the office of the Xiangxi Prefecture CPPCC.

In the dinner organized by Deng Wanxue, Qu Min, Lu Mingyan and Song Xiaobo also worked in Guzhang County for many years, and Zhang Zhonghua worked in the Guzhang County Environmental Protection Bureau for nearly 9 years in his early years, and he was still in the probationary period of his new position when he participated in the dinner.

Song Xiaobo, a "post-85" cadre, served as director of the Guzhang County Rural Revitalization Bureau and secretary of the Pingba Town Party Committee in Guzhang County, became deputy county magistrate in May last year, and was awarded the title of "Civil Servant Satisfactory to the People" in the seventh Hunan Province.

It is worth noting that the 1,900 yuan meal was paid by a private business owner. In another dinner, the invitee was retired Li Xiangji.

Born in 1963, Li Xiangji has worked in the Xiangxi Prefecture Statistics Bureau for a long time, once served as the head of the discipline inspection team of the Prefecture Statistics Bureau, served as the deputy director of the Prefecture Statistics Bureau since December 2015, and served as the deputy secretary of the party group and deputy director of the Prefecture Statistics Bureau in March 2021 until his retirement this year.

At Li Xiangji's dinner, Li Honglin, Zhang Shengjun, Zhang Yuanjun and others are no strangers. Zhang Shengjun and Zhang Yuanjun both served in Huayuan County. According to an announcement published by the Organization Department of the Huayuan County Party Committee in 2020, Li Honglin was the director of the Huayuan County Statistics Bureau.

In April last year, Huayuan County held a work exchange video conference with Guangxi Agricultural Investment Group, at that time, in addition to the leaders of Guangxi Agricultural Investment Group Company and cadres from Huayuan County, Li Honglin attended the meeting as the secretary of the Party Working Committee of the Xiangxi National Agricultural Science and Technology Park Management Committee.

Peng Xinlin, an anti-corruption expert and professor at the Law School of Beijing Normal University, believes that such drinking and dinner parties are often "drunk with the intention of not drinking", and it is necessary to beware of the concept of "small circles" behind it, especially the phenomenon of interest alliance and friendship, which is easy to breed corruption that intersects political and economic problems.

Peng Xinlin added that in the dinner organized by Deng Wanxue, the 1,900 yuan meal fee was still paid by private business owners, which is "eating the boss without public funds", a typical violation of discipline.

According to Wei Changdong, executive director of the China Association for the Study of Integrity and Legal System and professor of the School of Discipline Inspection and Supervision of East China University of Political Science and Law, illegal gatherings and drinking occurred during party school training, which is a typical undisciplined and bottomless behavior.

Why does it happen repeatedly?

At the same time that Hunan reported the illegal gathering and drinking incident, the results of the handling were also announced.

Among them, the organizer Deng Wanxue was given a serious warning within the party, demoted and dismissed from office in government affairs, Qu Min was punished and dismissed by the government secretary, Zhang Zhonghua was severely warned and dismissed from office within the party, and adjusted to a second-level chief staff member according to the rank before probation, Zhang Yuanjun was given an intra-party warning and dismissal, adjusted to a seventh-level staff member of the CPPCC Huayuan County according to the rank before probation, Lu Mingyan, Song Xiaobo, Liang Yuanping, Li Honglin, Zhang Shengjun, and Li Xiangji were given intra-party warning sanctions, and Yang Yongfang was given government affairs warning sanctions.

It is worth noting that the Hunan Provincial Commission for Discipline Inspection and Supervision reported that the Xiangxi Prefecture Commission for Discipline Inspection and Supervision, the Organization Department of the Prefecture Party Committee, and the Party School of the Prefecture Party Committee had problems of lax management and ineffective supervision of the trainees, and instructed them to make a written inspection to the Prefecture Party Committee and deal with the relevant responsible persons accordingly.

Officials held that Deng Wanxue and others were leading cadres, and during the period of concentrated rotation training in studying and implementing the spirit of the 20th CPC National Congress and the provincial party committee was conducting inspections of the Xiangxi Prefecture CPC Committee, they ignored the requirements for cadre education and training, violated the spirit of the eight central regulations, violated discipline against the wind, ate and drank in violation of regulations, and had a bad impact, and should be seriously dealt with.

The circular also pointed out that this incident reflects that some localities and units still do not have a clear understanding of the firm determination and will of the party Central Committee and the provincial party committee to promote comprehensive and strict management of the party, and do not realize that eating, drinking, and drinking are platforms, and that mutual promotion and engagement in the "seven haves" are the essence; This reflects that some party members and cadres have a weak sense of discipline, and they are accustomed to "pretending to sleep" in the face of discipline and rules, and "do not take the lessons of others as lessons."

In recent years, the problem of illegal drinking has repeatedly appeared. Previously, the incident of illegal gathering of officials in the sixth department of Qinghai to eat and drink was regarded as a typical example of ignoring the central government's three orders and five applications for violating discipline.

After the 18th National Congress in 2012, the central government put forward eight regulations; In 2013, the central leadership emphasized focusing on the "four winds" of formalism, bureaucracy, hedonism and extravagance. Regarding the evil tendencies such as illegal gatherings and restaurants, the relevant departments have maintained a serious handling and resolute rectification trend.

Peng Xinlin believes that the reason why the central government attaches importance to the problem of illegal gathering of food and drink is to cut off the chain of wind and corruption, and resolutely eradicate the hotbed of work style that breeds corruption.

Liu Xin, director of the Human Resources Development and Management Research Center of Chinese Minmin University, believes that party members and cadres must abide by party discipline and party rules on the issue of illegal gatherings for food and drinking.

Liu Xin also said that wine culture is relatively long in China, and it is difficult to completely ban eating and drinking in a short period of time, and party members and cadres should take the lead in setting an example and lead the social style and people's style with party style and political style.
