On September 15, the website of the State Supervision Commission of the Central Commission for Discipline Inspection announced that Liu Lixian, former member of the Party Committee and secretary of the Discipline Inspection Commission of the Industrial and Commercial Bank of China, was suspected of serious violations of discipline and law, voluntarily surrendered to the case, and is currently undergoing disciplinary review and supervision and investigation by the State Supervision Commission of the Central Commission for Discipline Inspection.
Liu Lixian, 69 years old this year, has worked for the Supreme People's Procuratorate, China Huarong Asset Management Company, and Industrial and Commercial Bank of China, serving as deputy director of the Supreme People's Procuratorate's Anti-Corruption and Bribery General Bureau, vice president of Huarong, and secretary of the Discipline Inspection Commission of ICBC.

The exact date of Liu Lixian's retirement has not been officially announced. In June 2017, the 11th Central Inspection Group gave feedback to the Yunnan Provincial Party Committee and the Shaanxi Provincial Party Committee on the "review" of the inspection. Liu Lixian's political career can be divided into three stages: the Supreme People's Procuratorate, financial institutions, and the Central Inspection Group. Born in June 1954, he graduated from Jilin University and worked for the Supreme People's Procuratorate for many years.

According to the data, Liu Lixian has published articles such as "Research on Anti-Corruption Countermeasures in the New Century" and "Deeply Promoting the Building of Party Style, Clean Government and Anti-Corruption Work, Creating a Harmonious Environment for the Construction of Modern Financial Enterprises", and also edited the book "Hot Issues in Judicial Reform" with others.
In 2003, Liu Lixian moved to financial institutions, first as a vice president of China Huarong Asset Management Company, in 2005 as the secretary of the Discipline Inspection Commission of Industrial and Commercial Bank of China, and in December 2014 resigned as an executive director and related positions on the board of directors due to age.
At the end of March 2014, the mobilization meeting of the 11th Central Inspection Group to inspect Liaoning was held, and Wang Min, then Secretary of the Liaoning Provincial Party Committee, presided over the meeting and made a mobilization speech, and Zhang Huawei and Liu Lixian, then deputy heads of the 11th Central Inspection Group, attended the meeting.
In July of the same year, the inspection group reported back to Liaoning Province on the inspection situation, mentioning that leading cadres meddling in project bidding and land and mineral resources transactions, and other problems were still relatively common; problems such as "arbitrary fees, fines, and apportionments" and "eating and taking cards" were still relatively common; there was a phenomenon of falsification of economic data; and the style of cadres appointing leaders to greet them and canvassing for votes was more prominent. According to the data, during the work of the central inspection group, Liu Lixian participated in the inspection of the State General Administration of Sports, China First Heavy Machinery Group Corporation, Harbin Electric Group Company and other local, ministerial and central enterprise units.
According to an April 2017 People's Daily report, some of the deputy heads of inspection teams are bureau-level inspectors, of whom Liu Lixian served as deputy team leader nine times.

The above-mentioned Zhang Huawei was Liu Lixian's partner in the inspection group. Zhang Hua, former director of the fifth office of the Central Commission for Discipline Inspection and deputy head of the first enterprise finance inspection group of the Central Organization Department, was in 2014 at the latest.
In April 2017, officials reported that Zhang Hua, a former deputy ministerial-level inspector of the Central Inspection Group, was suspected of serious violations of discipline and was subject to organizational review. In August of the same year, Zhang Huawei was expelled from the party.
The relevant circular clearly pointed out that Zhang Huawei had long used his inspection power to interfere in the relevant work of the inspected unit in violation of regulations, violated the spirit and integrity discipline of the eight central regulations, used his position to seek benefits for others and accept property, and was suspected of the crime of accepting bribes.
Later, the court found that from 2006 to 2014, Zhang Hua took advantage of his position as deputy ministerial-level inspector of the Central Commission for Discipline Inspection and the Central Organization Department, deputy ministerial-level inspector of the Central Inspection Group, and deputy head of the Central No. 1 Enterprise Financial Inspection Group, to provide assistance to relevant units and individuals in matters such as enterprise operation, real estate sales, case investigation, job promotion, etc., and received calligraphy and paintings, gold bars, jade, jewelry and other property, totaling more than 32 million yuan. Zhang Huawei was sentenced to 12 years in prison.
It is worth noting that an article in the magazine "News Front" mentioned that Liu Lixian placed special emphasis on discipline and rules. Liu Lixian said, "From the first day of joining the group, the group has repeatedly emphasized abiding by discipline, observing rules, and maintaining the image of inspection work like caring for one's own eyes", and all members of the group consciously ensure that "dripping water does not leak" and "dripping wine does not stain". "Drip without leakage" means keeping a tight mouth in secrecy, and not saying a word that should not be said; "Dripping wine does not stick" means strictly abiding by the spirit of the eight central regulations and demanding oneself with high standards. Now, he didn't.
There are two high-profile anti-corruption clues behind Liu Lixian's surrender. First, the financial anti-corruption storm continues. Since the beginning of this year, Liu Liange, former secretary of the party committee and chairman of the Bank of China, Li Xiaopeng, former secretary of the party committee and chairman of China Everbright Group, Zhou Qingyu, former member of the party committee and vice president of China Development Bank, Tang Shuangning, former secretary of the party committee and chairman of China Everbright Group, Xiao Xing, member of the party committee and deputy general manager of China Taiping Insurance Group, and Wang Yongsheng, former member of the party committee and vice president of China Development Bank, have been investigated one after another.
Among them, Li Xiaopeng is particularly worth mentioning. Li Xiaopeng worked for ICBC for many years, during which time he served as Vice President of China Huarong Asset Management Corporation, and later returned to ICBC as Vice President of ICBC, Vice President and Executive Director of ICBC Co., Ltd.

Liu Lixian became the secretary of the Discipline Inspection Commission of ICBC in 2005. In May 2013, Li Xiaopeng left ICBC as chairman of the board of supervisors of China Investment Corporation, and soon after, Liu Lixian also left ICBC to join the Central Inspection Group.
It is worth noting that just recently, many people in ICBC have been intensively investigated. More than half a month ago, Qiu Shijie, vice president of the Hubei branch of the Industrial and Commercial Bank of China, stepped down.
Within a few months, Gu Jiangang, former general manager of the asset management department of ICBC, Hou Jinxi, former deputy general manager level researcher of ICBC Office, and Zhang Xigang, former vice president of ICBC Tianjin Branch, were investigated.
Another official development worth noting is that the Central Commission for Discipline Inspection and the State Supervision Commission are vigorously purging "internal ghosts." In February this year, a national conference on the mobilization and deployment of the education and rectification of the contingent of discipline inspection and supervision cadres was held.
The principal leaders of the Central Commission for Discipline Inspection mentioned at the meeting that they should resolutely implement the work arrangements of the Second Plenary Session of the 20th Central Commission for Discipline Inspection, solidly carry out education and rectification of the contingent of discipline inspection and supervision cadres, and resolutely investigate and deal with "two-faced people" and resolutely prevent and control "darkness under the lamp" with the clearest attitude, the most effective measures, and the most decisive actions.
In mid-August this year, the State Supervision Commission of the Central Commission for Discipline Inspection published an article entitled "Discipline Inspection and Supervision Organs Seriously and Conscientiously Clean Up the Portal and Resolutely Eliminate the Black Sheep." The article mentions that discipline inspection and supervision organs at all levels conscientiously implement the work plan for accepting and handling clues on educational rectification problems, comprehensively carry out the work of accepting and handling clues on problems, seriously investigate and deal with people and things with prominent problems, and promote the deepening and down-to-earth rectification of education.
